South and North Bihar Power distribution_DMS Implementation and ATS
NetCreativeMind Solutions Pvt. Ltd. was engaged to implement an enterprise-level Document Management System (DMS) to support the Core Billing System ecosystem for South Bihar Power Distribution Company Limited (SBPDCL) and North Bihar Power Distribution Company Limited (NBPDCL).
- Project Scope
The scope of the engagement focused specifically on the implementation of a centralized Document Management System and development of integration APIs to manage operational documents generated across various electricity utility processes such as metering, billing, collections, customer services, new connections, inspections, and field activities.
The implemented solution enables centralized document archival, structured document organization, and efficient document retrieval, ensuring that operational records are digitally stored and accessible for authorized users across multiple departments.
The system was implemented using the Newgen OmniDocs Document Management System (DMS) platform, providing a secure web-based repository designed to handle large volumes of operational documents including consumer applications, inspection reports, billing revisions, service requests, and other operational documentation.
As part of the implementation, NetCreativeMind designed a structured document folder hierarchy and metadata framework to organize documents efficiently and enable faster search and retrieval.
The system is deployed within a Data Centre (DC) and Disaster Recovery (DR) infrastructure, ensuring high availability, scalability, and reliability for long-term electricity distribution operations.

API Development for Document Integration
NetCreativeMind developed three types of APIs for integration between the billing ecosystem and the DMS:
- Document Upload API – Upload documents into the DMS with associated metadata
- Document Retrieve API – Retrieve documents using unique document identifiers
- Document Retrieve with Parameters API – Retrieve documents using parameters such as document type, Document ID, or date range
Web-Based Document Access
Provided a secure web-based interface allowing authorized users to access and retrieve documents from the DMS repository.
Role-Based Access Control
Implemented role-based access permissions to ensure secure document access and controlled visibility for different user groups.
